PLYMOUTH—After a long and often frustrating journey for the Board of Aviation, the FAA has finally added the Plymouth Airport Taxiway project to their priority list. “I informed the board last month that with some political support, I’ve been notified that funding for the taxiway paving and edge lighting has been selected for a year-end supplemental grant candidacy,” Airport Engineer Mark Shillington reminded the board at their meting on July 12.

The next step in the process is to begin the bidding process. Shillington reported that he is working to complete plan sets for phase two of the project, which includes constructing the taxiway pavement and phase three, which will install the edge lighting and guidance signs. He estimated that phase two will cost $1.5-2 million and phase three will cost approximately $3.5 million. These plan sets will then be advertised for bid in late July with bid opening scheduled for Aug. 23. 

The first phase of the project is nearing completion. Over the next week, they will be completing the fine grading and final soil stockpile grading. After that, they will spend about another week cleaning up the site, laying down an erosion control blanket, and temporary seeding and mulching.

Shillington has reported an addition to the work, on top of the additional soil excavation, geogrid installation, and bridging aggregate that was reported last month. Extra topsoil will need to be added to a substantial area between the connecting taxiways. Phend & Brown have been surveying the area to determine how much more topsoil was excavated than planned, which will increase the soil excavation quality.

Because of these additions, the cost of construction is estimated to increase by approximately $9,000, as reported last month. The amount will be paid out-of-pocket until there is an opportunity for grant reimbursement.  

Once complete, the perimeter fence, which was taken out in order to add sufficient drainage, will be repaired.
